How to file a Mastercard chargeback?

I recently bought an iPhone online ( not through eBay) and when I open the package it is a water gun. I paid through Paypal thinking I was covered and I was dead wrong. How do I file a chargeback on my credit card so I can get the money back. It is a mastercard. Please help!

      You contact your credit card issuer, whose number will be on the back of the card and also on your statement.

      Sooner rather than later is the rule of thumb
