What options are there for obtaining a prepaid Visa or MasterCard in China?

I’m looking to put money on a prepaid Visa or MasterCard, not actually get a credit card as the red tape makes it too much of a pain.
Are there any travel agencies that offer something like Visa TravelMoney, specifically in Liaoning, maybe Dalian or Shenyang?
