Why did Mastercard put Cuba as a restricted country?

I visited Cuba last year in August and could use Mastercard. I returned to visit Cuba this month of January and when trying to access it in Cuba the machine read “Restricted country”. On my return I checked with my local bank and was told it was the mother company that made that decision to put Cuba as a restricted country this January 2009. why is that? How could I contact Mastercard headquarters?
It is not because Cuba is a communist country. What about China? Yet America is making lots of trade with the Chinese. I have hopes that President Obama will cancel then stupid embargo the US government has on Cuba.

      Mastercard is widely accepted but you wouldnt be able to use it should not have posed.
      Mastercard is updated as of 2009 mastercard is accepted but you seriously need to find out whats going on with if youre from the us then that doesnt make sense because that doesnt make sense because mastercard is widely accepted in cuba if youre from canada.

      I got back from Cuba last week. We tried using a Canadian Master card and a Belgian Master card. Neither worked.
